■520    ▼aThe  purpose  of  this  Ministry  Focus  Paper  is  to  utilize  the  insights  and  implications  of  Natural  Church  Development  (NCD)  research,  allowing  it  to  serve  as  the  matrix  of  health  upon  which  the  theological,  philosophical,  and  practical  structures  of  a  new  church  plant  can  be  implemented  in  Cincinnati,  Ohio.
■520    ▼aThe  starting  of  new  churches  continues  to  be  among  the  most  effective  tools  for  reaching  the  unchurched  in  any  culture.  As  the  North  American  church  stands  on  the  threshold  of  the  Twenty-first  century,  the  task  of  evangelizing  a  post-modern,  increasingly  secular  context,  will  require  not  only  the  birthing  of  new  churches,  but  a  particular  type  of  new  church—healthy  ones.
■520    ▼aExcellent  resources  are  making  their  way  into  the  scholarship  and  practice  of  this  new  emphasis  on  church  health.  The  international  research  project,  Natural  Church  Development,  headed  by  Christian  Schwarz  from  Germany,  has  identified  the  qualities  and  principles  which  characterize  and  promote  health  in  churches.  These  qualities  were  derived  from  and  have  been  applied  to  existing  churches.  This  final  project  intends  to  increase  our  understanding  of  church  health  by  applying  these  insights  to  a  new  church  plant  in  Cincinnati,  Ohio.
■520    ▼aThe  paper  will  be  developed  over  seven  chapters,  employing  a  loose  chiastic  structure.  Chapter  One  will  provide  a  comprehensive  profile  of  the  target  community  in  Northeast  Cincinnati.  Demographic,  Psychographic,  Praxiographic,  and  Mediagraphic  information  will  be  collected  and  analyzed.
■520    ▼aChapter  Two  will  provide  a  biblical  rationale  supporting  the  supposition  that  healthy  churches  grow.  As  the  church  lives  out  the  purposes  described  in  the  New  Testament,  growth  appears  as  an  overflow  of  these  qualities  of  health.
■520    ▼aChapter  Three  will  provide  a  theology  of  ministry  for  planting  healthy  churches.  Health  will  be  defined  using  the  eight  quality  characteristics  from  NCD  research.  This  chapter  will  also  integrate  scripture  with  current  church  growth  scholarship  and  practice  to  corroborate  NCD  insights  and  discoveries.
■520    ▼aChapter  Four  will  provide  a  philosophical  paradigm  for  church  planting.  The  discussion  will  center  on  the  six  biotic  principles  from  NCD  research.  This  chapter  will  highlight  the  differences  between  the  technocratic,  spiritualistic,  and  biotic  paradigms.
■520    ▼aChapter  Five  provides  the  praxis  for  introducing  the  quality  characteristics  of  health  into  the  genetic  code  of  a  new  church.  It  will  explore  the  correlation  between  these  essential  church-planting  activities  and  the  quality  characteristics  discussed  in  NCD  research.
■520    ▼aChapter  Six  will  apply  and  integrate  the  philosophical  paradigm  of  biotic  thinking  discussed  in  Chapter  Four  with  the  behavior  of  the  essential  activities  listed  in  Chapter  Five.  Key  issues  pertaining  to  the  successful  launch  of  this  new  church,  gleaned  from  church  planting  resources,  will  be  addressed.
■520    ▼aChapter  Seven  will  offer  a  comprehensive  implementation  plan  completing  the  strategic  process.  The  application  of  the  NCD  paradigm  to  the  essential  activities  during  the  conception  stage  of  development  will  form  the  indigenous  strategy  for  this  plant.
