요약 : This dissertation studies the first two years of a new Individual Development Account (IDA) program. IDAs are matched savings accounts designed to help low-income individuals accumulate assets for long-term economic development purposes. This dissertation focused specifically on the relationships between: (a)demographic characteristics and program membership, (b)demographic characteristics and IDA assets, and (c)IDA assets and measures of personal, social, and economic well-being.

요약 : With the exception of gender, demographic characteristics were not significantly associated with membership in the IDA program. Further, demographic characteristics were not related to IDA savings. Despite their poverty and related hardships, a diverse group of IDA participants were able to save money during their first two years in the program. The number of participants who owned property also significantly increased during this time frame.

요약 : However, IDA assets were not generally significant in their associations with measures of personal, social, and economic well-being at the end of the second year of the program. Two key exceptions involved economic strain and community involvement. Participants with relatively high IDA savings reported significantly lower levels of economic strain after two years in the program than they had reported at the time of application. An unexpected finding from this study was that IDA savings were consistently and negatively associated with the number of kinds of help that FAB members give to others in the community. Policy makers, practitioners, and researchers will want to remain somewhat skeptical about the hypothesized positive effects of IDAs on well-being until more research studies using more rigorous methods are completed.
