요약 : 'This study measured community capacity and key leaders' perceptions of organizational contributions to capacity building for teen pregnancy prevention in South Carolina. The study was conducted through a mailed survey of key leaders from 40 of South Carolina's 46 counties. This research used three scales measuring (1) key leaders' personal involvement in teen pregnancy prevention, (2) their efforts to collaboratively build community capacity, (3) and key leaders perceptions of schools', youth organizations', religious institutions, and local health departments' contributions to capacity building. Factor analysis results indicated strong reliability and construct validity for all three scales. The scale measuring community capacity had negative associations with estimated teen pregnancy rates (EPR) and live birth rates (LBR) for girls aged 14–17 years from 1997–1999. However, these relationships were not very strong. Analysis of variance and t-tests results showed community capacity was higher for African American key leaders than for white key leaders; however, it was lower for key leaders from counties with higher percentage of minority residents. Lastly, regression analysis indicated that approximately 20 percent of the variance in community capacity was predicted by key leaders' gender, race, length of time living in county, education, representative of government organizations, representation of health care organizations, county rural or non-rural status, and key leaders' perceptions of schools youth organizations, and health departments contribution to capacity building. Of all the variables, race predicted most of the variance. However, of the three organizational types, key leaders' perceptions of schools predicted most of the variance. This research is a beginning step in developing scales to quantitatively measuring community capacity and organizational contributions to capacity building. The results illustrate that the scales are capable of detecting variance in capacity by key leader and county characteristics. The relationship between community capacity measures and race could explain a couple of realities (1) efforts to building community capacity are potentially not occurring across racial line and (2) possible latent expressions of racism. Lastly, the results also reinforce the need for including schools in any community capacity building efforts to reduce teen pregnancy.
