■520    ▼aThe  purpose  of  this  Ministry  Focus  Paper  will  be  to  examine  the  current  theology  and  practice  of  pastoral  leadership  in  the  church,  the  impact  of  changing  cultural  and  sociological  factors  within  the  church's  existing  context,  and  the  possibilities  of  new  leadership  strategies.  The  goal  of  the  paper  will  be  to  outline  a  strategy  for  developing  the  pastoral  leadership  team  within  First  Baptist  Church,  Vancouver.
■520    ▼aAccording  to  Ray  Bakke,  First  Baptist  Church,  Vancouver  is  one  of  the  few  vitalized  and  growing  historic  evangelical  churches  in  the  downtown  area  of  a  major  North  American  city.  Among  the  several  unique  reasons  contributing  to  the  life  of  this  church  has  been  the  dynamic  seventeen-year  pastorate  of  its  most  recent  senior  minister.  With  his  retirement  and  the  presence  of  changing  sociological  factors  in  the  surrounding  neighborhood,  the  church  faces  the  possibility  of  new  and  varied  expansions  of  its  ministries.  The  leadership  ministry  of  the  church  is  critical  and  central  in  its  response  to  these  new  possibilities.
■520    ▼aWith  a  church  constituency  of  approximately  two  thousand  people,  a  full  and  part-time  paid  staff  complement  of  twenty-two,  and  a  pastoral  staff  of  eight  full-time  equivalent  positions,  a  clearly  articulated  and  firmly  established  theology  and  practice  of  leadership  is  of  utmost  importance.  There  are  several  factors  that  give  rise  to  the  examination  of  this  particular  ministry  of  the  church.  First  is  the  change  in  its  senior  leadership.  Second  is  the  establishment  of  a  partnership  in  the  senior  leadership  function  with  the  calling  of  a  new  Director  of  Ministries  who  functions  as  a  chief  of  staff.  Third  is  the  contextual  factors  both  within  and  outside  of  the  church  that  call  for  a  pastoral  leadership  function  carried  out  by  a  strong  and  well-integrated  team  of  ministers  and  lay  leaders.  Some  of  these  contextual  factors  are:  the  rapidly  changing  face  of  the  church's  immediate  neighborhood  whereby  within  fifteen  years  the  projected  urban  population  within  walking  distance  will  grow  by  fifty  percent;  the  demographics  of  the  neighborhood  becoming  increasingly  multicultural  and  the  size  and  complexity  of  the  church's  ministries  arising  in  response  to  these  challenges.  These  factors  require  leadership  that  is  complex,  coherent  and  well-focused  in  its  nature.
■520    ▼aThe  paper  will  be  divided  into  three  parts.  Part  one  will  review  contextual  factors  such  as  neighborhood  demographics,  the  history  of  First  Baptist,  leadership  practices  and  models  of  pastoral  leadership.  Part  two  will  develop  the  biblical  and  theological  basis  for  a  pastoral  leadership  team.  The  text  used  will  be  Acts  20:17–38,  Paul's  address  to  the  Ephesian  Elders.  The  theology  developed  will  focus  on  leadership,  proclamation  of  the  Word,  spiritual  disciplines  and  pastoral  care.  Part  three  develops  a  strategy  for  pastoral  leadership  that  is  biblically  faithful,  theologically  sound,  honors  the  traditions  of  the  church,  and  responds  to  challenges  of  the  gospel  in  the  surrounding  neighborhood.
