■520    ▼aProblem.  The  problem  of  this  study  is  to  define  the  administrative  structure  and  type  of  polity  practiced  by  the  Union  of  Evangelical  Christian-Baptists  in  Russia.
■520    ▼aProcedures.  An  investigation  of  documents  and  literary  resources  provided  the  foundation  for  recreating  the  historical  development  of  the  Baptist  evangelical  movement  in  Russia.  The  researcher  concurrently  assumed  the  role  of  a  participant-observer  while  serving  as  a  missionary  with  the  International  Mission  Board  of  the  Southern  Baptist  Convention,  allowing  him  to  observe  and  interact  with  the  Russian  Baptist  subculture  being  investigated.  Observations  were  made  on  three  levels:  the  local  church  level,  the  regional  association  in  session,  and  the  national  union  at  its  annual  congress.  Interviews  were  conducted  with  pastors,  laypersons,  and  Baptist  Union  officials  in  order  to  get  feedback  on  administrative  processes.  This  study  incorporated  a  qualitative  design  using  the  tradition  of  an  ethnographic  inquiry.
■520    ▼aFindings  and  conclusions.  An  investigation  into  the  historical  background  of  Baptists  in  Russia  reveals  significant  events  such  as  the  fall  of  Imperialism,  the  October  Revolution,  the  rise  of  Communism,  and  the  repressive  measures  of  an  atheistic  state.  These  events  have  restricted  the  natural  development  of  an  evangelical  movement  in  Russia.  Although  Baptists  in  Russia  may  share  the  same  name  and  basic  doctrine  with  Southern  Baptists  in  America,  it  is  apparent  that  there  are  as  many  differences  as  similarities.
■520    ▼aIn  regard  to  administrative  structure  and  polity,  it  appears  that  these  differences  are  quite  evident.  Communist-Socialist  structures  and  the  hierarchy  of  the  Russian  Orthodox  Church  have  provided  the  only  model  Russian  Baptists  have  ever  known.  As  a  result,  Russian  Baptists  tend  to  employ  a  hierarchical  system  that  leans  toward  being  dictatorial.  This  has  great  implications  on  cooperative  efforts  between  these  two  groups.
