■520    ▼aThe  purpose  of  this  Ministry  Focus  Paper  is  to  examine  and  present  a  strategy  for  church  plants  in  the  Minnesota  Baptist  Conference  (MBC).  Renewal  in  MBC  church  planting  has  resulted  in  an  increase  of  new  churches  and  ambitious  church-planting  goals.  Current  methods  and  models  will  prove  inadequate  in  future  strategies  seeking  to  fulfill  the  mission,  vision,  and  goals  of  MBC  church  planting.
■520    ▼aThe  paper  will  consist  of  three  parts.  The  first  will  investigate  the  history  of  church  planting  in  the  MBC,  as  well  as  past  and  current  strategies.  Issues  and  challenges  in  the  MBC's  church-planting  ministry  will  be  examined.  The  history,  strategies,  and  issues  are  reflected  in  the  different  models  which  influence  the  MBC's  church-planting  ministry.  Some  influential  models  represent  nationally  known  leadership  figures,  while  two  influential  models  are  members  of  the  MBC.
■520    ▼aThe  second  section  will  investigate  some  of  the  biblical  and  theological  foundations  of  church  planting.  This  section  will  narrow  the  biblical  and  theological  components  of  church  planting  which  are  fundamental  to  the  ministry  and  church-planting  philosophy  of  the  MBC.  An  example  will  be  given  from  the  ministry  of  Paul.  As  with  any  biblical  issues,  theological  elements  provide  a  unifying  factor.  These  factors,  as  well  as  those  reflecting  diversity  within  the  MBC,  will  be  discussed  in  terms  of  the  impact  and  influence  they  have  upon  the  church-planting  ministry  of  the  MBC.
■520    ▼aThe  third  section  will  focus  on  a  strategy  for  church  planting  in  the  MBC.  It  will  begin  with  an  understanding  of  the  vision,  mission,  and  objectives  of  the  church-planting  ministry  of  the  MBC,  and  will  include  an  overview  of  the  methods  utilized.  Based  upon  the  objectives  of  the  church-planting  ministry,  a  current  assessment  for  each  objective  will  be  discussed,  as  well  as  an  evaluation,  in  order  to  build  upon  current  strengths  and  ensure  future  success.  The  success  of  this  church-planting  strategy  will  primarily  be  evident  in  the  fulfillment  of  50  new  churches  by  2005  and  100  new  churches  by  2010.  Just  as  important,  though  more  difficult  to  tangibly  qualify,  would  be  the  health  of  the  church-planting  movement  within  the  MBC.  The  strategies  laid  out  in  Section  Three  are  intended  to  better  position  the  church-planting  ministry  of  the  MBC  to  create  healthy  new  churches,  healthy  church  planters,  and  healthy  church-planting  networks.
