■520    ▼aThe  purpose  of  this  Ministry  Focus  Paper  is  to  present  a  theology  of  visionary  leadership  and  planning  for  the  development  of  a  strategic  plan  to  promote  a  more  effective  ministry  at  First  Baptist  Church.
■520    ▼aFirst  Baptist  Church,  a  Southern  Baptist  congregation,  will  celebrate  it's  200th  anniversary  in  2002.  It  is  located  in  a  small  county  seat  town  in  the  rural  low  country  of  South  Carolina.  First  Baptist  was  a  small  congregation  until  1951  when  the  government  built  a  nuclear  production  facility,  the  Savannah  River  Plant,  in  Barnwell  County.  Ten  thousand  people  immediately  moved  into  the  surrounding  area.  The  church's  attendance  skyrocketed  to  a  pinnacle  of  423  in  Sunday  School  in  1953.  As  construction  ended  in  1956  the  church  began  a  long  decline.  By  1994  it  descended  to  a  low  of  213.
■520    ▼aIn  my  first  year  I  shared  a  detailed  vision  that  included  the  church  doubling  in  four  years.  The  church  seemed  hungry  for  hope.  The  lethargy  of  the  church  dissipated  quickly.  The  last  four  years  have  been  ones  of  success  to  success.  New  program  staff  have  been  added,  a  second  contemporary  worship  service  was  begun,  stewardship  has  tripled,  ministries  multiplied,  and  evangelism  has  increased  dramatically.  Most  of  the  details  of  the  first  vision  have  been  accomplished  and  the  church  has  hit  several  growth  constrictors.
■520    ▼aA  strategic  planning  process  was  used  to  evaluate  our  internal  and  external  context,  catch  a  new  vision,  design  a  plan  that  leads  to  that  vision,  and  implement  the  process.
■520    ▼aThis  paper  is  divided  into  three  sections.  The  first  examines  the  church  and  community.  Special  attention  is  given  to  the  life  cycle  of  the  organization  as  a  diagnostic  and  prescriptive  tool.
■520    ▼aThe  second  section  gives  a  biblical  foundation  for  strategic  planning  and  leadership  and  visionary  leadership.
■520    ▼aThe  third  section  examines  the  concept  of  strategic  planning  and  explains  the  five  step  strategic  planning  process  used  at  First  Baptist.  Included  in  the  appendices  is  the  strategic  planning  document  that  will  guide  First  Baptist  for  the  next  three  to  five  years.  The  final  chapter  lays  out  the  process  of  implementation  and  evaluation.
■520    ▼aThe  goal  of  this  paper  is  to  carry  out  a  process  and  arrive  at  a  document  that  will  help  First  Baptist  accomplish  its  vision  for  Kingdom  growth  and  provide  a  model  for  pastors  and  churches  in  shaping  the  their  future.
