요약 : Political will for genocide prevention is lacking in the United States. While political actors consistently have failed to respond effectively to mass atrocities, the response of the American public has been equally inadequate. Far from challenging the inaction of policy makers, the American public by-and-large has remained silent, in essence accepting the problematic argument that nothing can or should be done to stop mass atrocities. This dissertation seeks to build political within the Christian community by commending the responsibility to protect (R2P) to Christians in the American context. In making this case, I challenge two specific viewpoints. First, the national interest perspective, according to which taking risks and utilizing resources to engage in mass atrocity prevention is ill-advised unless taking action serves vital national interests. Second, Christian pacifism, which can support most R2P actions but cannot condone the use of violence. Contrary to these views, the theology of solidarity articulated here—grounded in the lessons of the parable of the Good Samaritan and a preferential option for the vulnerable—affirms the responsibility to protect vulnerable populations, regardless of geographic or social markers, and condones the use of violence as a sometimes necessary, but always regretful, means to prevent or stop genocide.

요약 : The second part of the dissertation asks the question: If Christians support R2P, what ought they advocate? Here I argue genocide prevention is achievable with sustained institutional support and an appreciation for the uniqueness of mass atrocity cases. However, when preventive efforts fail, military intervention may be legitimate under narrowly defined conditions. While the authority to authorize intervention should remain with the Security Council, reform to Permanent Member veto power is necessary. Furthermore, multi-and unilateral interventions should be considered morally legitimate on a conditional basis when the Security Council fails to act. Critically, the responsibility to protect does not end with the cessation of violence. Perpetrators of mass atrocities must be held accountable for their crimes. Toward this end, the United States should ratify the Rome Statute in support of the International Criminal Court. U.S. refusal to ratify the treaty undermines the legitimacy and efficacy of the Court.
