요약 : This study represents a post-structuralist historical investigation into the dominant discourses that have influenced social welfare interventions. Through describing various elements of the dominant discourse at work---response to an urgent need, power, and rules of right---it illustrates how effectiveness is conceived during different historical eras: Colonial America, 19 th Century, and 20th Century. The earlier historical eras provide a vantage in which to view the cultural biases influencing our current notions of effective practice---notions that heavily objectify the individual. Furthermore, as emblematic of recent challenges to the current dominant discourse, the strengths perspective is examined to provide an additional vantage of these biases, as well as provide the groundwork in which to elaborate upon innovative alternatives. One such promising source of innovation for models and practices is the notion of language playing a major role in defining an individual's reality.
