■520    ▼aThe  War  on  Poverty  was  launched  in  Appalachia,  focusing  the  nation's  attention  on  a  region  long  perceived  as  a  geographically  distinct  and  underdeveloped  space,  and  culturally  as  a  repository  of  "pure  White  Anglo  Saxon  stock."  In  the  contemporary  era,  poverty  has  increasingly  been  portrayed  as  a  social  problem  associated  with  an  urban,  African  American  "underclass."  Racialized  and  feminized  representations  of  the  poor  emerged  in  public  discourse  as  the  objective  of  the  war  evolved  from  eliminating  poverty  to  eradicating  victims  of  poverty  from  the  welfare  rolls.  The  critical  social  inequalities  literature  illustrates  the  centrality  of  race  in  the  politics  of  poverty  policy,  from  the  inception  of  the  federal  safety  net  in  the  1930s,  through  more  recent  assaults  on  the  welfare  poor  in  the  1990s.  One  important  gap  in  this  literature  is  a  critical  analysis  of  how  whiteness  might  be  implicated  in  the  discursive  construction  of  poverty.  As  a  region  historically  constructed  as  white  and  poor,  Appalachia  provides  an  interesting  contrast  to  explore  how  race  is  constructed  in  the  poverty  discourse  and  implicated  in  poverty  policy.  This  dissertation  provides  a  comparative  analysis  of  the  discursive  construction  of  poverty  in  the  media  in  two  important  critical  discourse  moments:  The  1960s  War  on  Poverty  and  the  1990s  War  on  the  Welfare  Poor.
