요약 : In response to a significant increase in fathers who have disconnected from their children, the Fatherhood Initiative Programs (FIP) were established by the Federal Government to provide training and other services that enable fathers to reconnect and build relationships with their children. However, little is known about the perceived efficacy of FIP among the fathers who participated in the program. Accordingly, this evaluative case study examined the perceived effectiveness of FIP training and services among 60, primarily African-American fathers who received services from two FIP in Philadelphia, PA. Social and human capital as well as self-actualization constructs provided the conceptual frame that guided the research. All subjects completed a survey that was specifically designed to capture the participants’ perceptions of the FIPs services, and 20 of these fathers were randomly selected to complete in-depth interviews. Descriptive analyses of the quantitative survey data revealed moderate to strong support regarding the perceived efficacy of the central FIP objectives, and 89% of the subjects reported being able to build skills that assisted in reconnecting with their children. The interview data were coded into a priori themes that aligned to the FIP program goals and reflected participant perceptions of gains in social and human capital skills and a sense of self-actualization. These results validated the survey data and further reinforced the conclusion of FIP effectiveness. Results from the study can help policymakers and child advocates evaluate their FIP policies and programs that target rebuilding and maintaining families, and thus have direct implications for social change. Specifically, social change is fostered by informing policies and programs that assist fathers in assuming social responsibility for their children, and thus build social and human capital and enhance the potential for children to grow up in a more secure social environment.
