요약 : At the end of the nineteenth century, women reformers founded settlement houses in urban centers to provide services for immigrants. Scholars in many fields have long recognized the significant legacy of the settlement house model. Yet the value reformers placed on aesthetics has not received sufficient attention. As a result, links between social welfare institutions and the development of national art programs have not been recognized. This dissertation traces three stages of the relationship between the arts and social reform in the United States: first, the place of the arts in Jane Addams' Hull House and Lillian Wald's Henry Street Settlement House; second, the influence of these settlements on local and national social welfare institutions; and third, the persistence of settlement programs beyond the New Deal. The idea that social programs should address immigrants' aesthetic and physical hunger has shaped ideas about democratic art throughout the twentieth century. Reformers saw their work as an expression of their duty as citizens. Encouraged to participate in a wide array of art programs, immigrants adapted their traditions to life in the United States and influenced reformers' definitions of cultural nationalism. New Dealers adopted the settlement house model of democratizing arts programs by broadening both access to, and definitions of, art.

요약 : This study examines visual and performing arts programs as evidence of the goals and limits of each of these social welfare institutions. The idea of redecoration extended from the artworks chosen for settlement house parlors and immigrant tenements to the promotion of art in school classrooms and public housing projects. The emphasis on the transformative experience of art led to historical pageants and living newspapers about social conditions. The belief that democratic art meant maximizing participation fostered hands-on craft programs in new organizations such as the Labor Museum and the Home Planning Workshop. Settlement workers succeeded in making the arts more accessible, but their limited ability to articulate the purpose of art beyond fulfillment of decorative and recreational needs has led to ongoing political debates over public funding for the arts.
