■520    ▼aAlthough  poor  relief  again  became  a  municipal  responsibility  following  the  Revolution,  as  it  had  been  during  the  ancien  regime,  most  studies  of  poverty  in  France  during  the  nineteenth  century  have  dealt  thematically  with  central  policy,  with  certain  institutions,  or  with  specific  areas  of  social  reform.  In  contrast,  this  study  presents  as  complete  a  picture  as  possible  of  social  welfare  and  private  charity  in  one  French  city,  Poitiers,  from  1820  to  1848,  while  integrating  it  into  larger  debates  about  politics  and  social  policy.  Because  France  was  still  predominately  agricultural  and  cities  were  typically  not  large,  Poitiers,  as  a  medium-sized  city  located  in  an  isolated,  rural  area,  presents  a  more  characteristic  picture  of  social  welfare  and  charity  institutions  in  France  during  this  period  than  do  big  urban  and  industrial  centers.
■520    ▼aThe  local  funding  and  administration  of  social  welfare  permitted  poor  relief  to  evolve  according  to  local  needs,  but  it  also  perpetuated  vast  differences  in  incomes  and  conditions  within  French  charitable  institutions.  The  persistence  of  regional  differences  produced  the  possibility  of  creativity  but  also  was  a  source  of  conflict  as  different  groups  at  the  national  and  local  level  vied  to  strengthen  their  social  positions  and  power.  Within  this  context,  the  relationships  between  national  and  local  government  officials  are  of  primary  importance  and  reveal  the  gaps  between  social  legislation  and  its  implementation.  This  study  also  demonstrates  the  significance  of  civic  culture  and  local  politics  in  the  shaping  of  public  and  private  charity  throughout  the  first  half  of  the  nineteenth  century.
■520    ▼aAs  the  central  governments  of  the  Restoration  and  July  Monarchy  did  not  directly  participate  in  the  financing  or  administration  of  the  nation's  primary  social  welfare  institutions,  studying  charity  at  the  local  level  offers  one  of  the  best  ways  to  understand  and  to  assess  the  social  policies  of  these  two  regimes.  Unfortunately,  neither  the  Restoration  nor  the  July  Monarchy  made  any  substantive  improvements  in  the  French  social  welfare  system.  The  example  of  Poitiers  demonstrates  that  neither  public  nor  private  assistance  proved  capable  of  truly  changing  the  circumstances  of  the  poor  in  France  during  this  period.
