■520    ▼aIn  November,  1992,  the  United  States'  National  Conference  of  Catholic  Bishops  (NCCB)  released  their  fourth  and  final  draft  of  a  pastoral  letter  on  women's  concerns  for  church  and  society.  For  the  first  time  in  history,  the  assembly  rejected  adopting  a  proposed  letter  as  an  official  statement  by  the  national  body  of  bishops.  This  dissertation  examines  the  four  drafts  of  the  pastoral  letter  from  the  framework  of  "corporate  rhetoric"  as  defined  by  George  Cheney  in  his  book,  Rhetoric  in  an  Organizational  Society:  Managing  Multiple  Identities  (Erlbaum,  1991).  The  existence  of  developmental  drafts  provides  data  which  is  rarely  available  in  corporate  communication.
■520    ▼aThe  dissertation  addresses  the  following  three  questions:  to  what  extent  do  Cheney's  (1991)  principles  of  organizational  rhetoric  explain  the  evolution  of  the  attempted  pastoral  letter  on  women's  concerns?  Second  how  were  the  shifts  in  the  substantive  positions  of  the  different  drafts  reflected  in  the  form,  language,  data,  and  strategies  used  in  the  drafts?  How  do  such  changes  reflect  the  identity  of  the  rhetors?  In  order  to  answer  these  questions,  a  textual  analysis  of  the  four  drafts  of  the  letter  is  undertaken  to  identify  the  language  clusters,  the  data  choices,  and  the  rhetorical  strategies  of  the  bishops.
■520    ▼aThree  major  conclusions  are  offered.  First,  the  inability  of  the  American  bishops  to  reconcile  rhetorically  their  multiple  corporate  identities  assured  the  failure  of  the  pastoral  on  women's  concerns.  Second,  the  shifts  in  the  bishops'  controlling  identity  from  pastors  of  liberal  American  women  to  agents  of  the  conservative  corporate  leadership  were  revealed  through  the  changes  in  argument  forms,  language,  and  strategies.  Finally,  the  bishops'  retreat  from  confrontation  was  a  necessary  strategy  to  preserve  their  relationships  with  the  American  laity  and  with  the  Vatican.  The  abandonment  of  the  pastoral  process  was  a  strategic  statement  which  allowed  the  bishops  to  maintain  control  of  the  immediate  rhetorical  situation.
