요약 : Qualitative in-depth interviews were conducted with eight CEOs and one Deputy CEO of nine social service organizations selected by purposive maximum variation sampling, to explore the organizational survival and development strategies adopted, what social workers have done, and the outcomes of such strategies and practice. A quantitative survey was conducted to investigate social workers' political advocacy activities and the expected outcomes. A total of 211 registered social workers selected by systematic sampling from the Register of the Social Workers' Registration Board had been approached and 78 were successfully interviewed with a structured questionnaire. A three-hour in-depth focus group discussion involving six survey respondents of different positions and fields of practice was also held to explore the relevance of political advocacy to the accomplishment of social work objectives and the development and survival of social service organizations. The three methods provide data for analyses by comparison and pattern matching.

요약 : Since late 1997, Hong Kong's depressed economy coupled with the domestic difficulties of economic restructuring had necessitated the government to take tough decisions in fiscal restraint that resulted in cuts in public spending. The pain of funding shortage was amplified when the Enhanced Productivity Program coincided with the restructuring of the subvention system. The combined impact had produced a sense of crisis within the social service sector and a sense of gloom and powerlessness among many social workers, particularly as the economic and political turbulence of society had given rise to various social problems and needs that required responses from the social welfare sector. Against this background this study attempted to explore how social service organizations survived and developed in this environment, and how social workers' political advocacy activities helped organizational survival and development, with the potential for model building based on local experience.

요약 : The findings supported the major propositions on organizational strategies and confirm that social workers' political advocacy activities could contribute to organizational survival and development through increasing the prestige, legitimation, autonomy, influence, power and ability of the organization and its social workers.
