요약 : Content analysis was used as the methodological approach. The data set for this study was 34 jurisdictional reports that included 64 children. The reports date from 1985 to 2002. Maslow's hierarchy of needs served as the theoretical base.

요약 : The findings in this study indicated that substance abuse was the primary factor that contributed to children being removed from their parents' care and placed in foster care. Also, this study revealed that children are usually removed from their parents care due to multiple abuses rather than single factors such as physical abuse. Consequently, children usually suffer multiple abuses before it is brought to the attention of CPS.

요약 : The number of children who are removed from their parents' care and placed in foster care has increased in record numbers since crack cocaine became widely available during what was called the drug epidemic of the 1980's. In addition, parents who became addicted to crack cocaine created numerous and unforeseen problems in the child welfare system. These problems included serious social and mental health problems and increased case loads that have made it nearly impossible for child welfare workers to triage all the needs of the children who are placed on their case loads. Children are removed from their parents' care and placed in foster care for other reasons such as drug exposure, physical abuse, neglect, abandonment and sexual abuse.

요약 : This study identified a total of 53 factors contributing to foster care placement. The most commonly cited factor identified in the data was substance abuse with 39 instances. The primary drug used was crack cocaine. Other illegal substances such as alcohol (1) and heroine (1) contributed to a child being removed from his/her parents' care only one time. The total number of factor occurrences identified in this study was 222, with an average of 6.5. This study revealed that children are removed from their parents' care due to multiple factors.
