초록/해제
요약 : By exploring the story of undocumented Filipina factory workers in South Korea, this study aims to discuss the changing shape of welfare: the age of the traditional "national welfare" is ending while a new type of welfare, "transnational welfare," is emerging. National welfare functions within each country independently, and developing countries are generally not included in the notion of traditional welfare. Transnational welfare, on the other hand, focuses more on connecting welfare beyond national boundaries, thereby questioning the existing distinction between developed and developing countries.
초록/해제
요약 : Interestingly, the Filipinas' story is not only one of difficulties, but also one of new opportunities in developing new norms for the establishment of welfare in the changing world. Their story helps us question the limitations of the existing national welfare system based on the "male-breadwinner model" that emphasizes continuing economic growth as a precondition of welfare. Based on the discussion herein, a further exploration of the concepts related to transnational welfare in order to understand its potentials should be continued.
초록/해제
요약 : The Filipinas' story shows an example of establishing transnational welfare within a feminized work situation. Filipinas turn themselves into breadwinners through unstable work, relying on the transnational labor market; their work is connected to the local Korean people's welfare. Transnational non-governmental organizations function like small states instead of the Korean and Philippine governments. Meanwhile, Filipinas develop new norms for family and love in light of the reality of having to send their newborns back to the Philippines in order to be able to sustain their livelihood.
초록/해제
요약 : Traditional national welfare is based on the ideal goals of stable citizenship in a well-functioning country with stable work for a majority of the people. However, under the current global trend of "feminization of work," an increasing number of both genders from developed as well as developing nations are working in unstable, low-paying jobs. With an increasing number of people living beyond the boundaries of the traditional notion of welfare in this world, we urgently need to find alternative ways to perceive welfare by conceptualizing transnational welfare.
