■520    ▼aThe  effects  of  welfare  reform  continue  to  be  widely  debated  in  the  United  States.  This  study  evaluated  the  impact  of  welfare  reform  in  South  Carolina.  Longer  time  series  in  caseload  data  permitted  estimating  the  impact  of  the  time  limits  established  by  TANF.  The  role  of  the  retail  sector  in  reducing  welfare  caseloads  was  tested.  Minority  population  and  teen  pregnancy  rates  were  used  to  estimate  the  effects  of  demographics  in  explaining  the  decline  in  TANF  caseloads.  In  addition,  this  research  highlighted  regional  differences  in  explaining  the  decline  in  welfare  caseloads.  Lastly,  this  research  tested  for  spatial  dependence  in  welfare  caseloads.
■520    ▼aThe  results  indicated  welfare  reform  is  effective  in  reducing  welfare  caseloads.  Similarly,  caseloads  are  lower  in  counties  with  stronger  local  economies.  Also,  there  are  rural  barriers  to  welfare  reform.  For  example,  most  of  the  rural  counties  in  South  Carolina  have  high  AFDC/TANF  usage,  unemployment  rates,  and/or  poverty  rates.  The  results  found  the  economy  of  nearby  metro  areas  help  reduce  rural  caseloads.  Caseloads  are  higher  in  counties  with  a  large  share  of  minorities  in  the  population.  Lastly,  the  results  found  spatial  dependence  is  present  in  welfare  caseloads.
