요약 : For over a decade child protective services (CPS) workers have reported that substance abuse was increasingly a factor in initial maltreatment investigations. The upsurge in substance-related child welfare cases has been accompanied by an increase in the complexity of investigating and providing services to these cases. This dissertation reviews Virginia's perinatal legislative agenda, including reform in the public child welfare service delivery system (Differential Response), methodological issues in research on children exposed to maternal substance abuse, the role and use of risk assessment in cases involving substance abuse, and philosophical and practice applications of attribution theory in social work decision making.

요약 : The findings of this constructivist inquiry, reported in a case study format, suggest that legislative initiatives and child welfare mandates designed to address parental substance abuse are open to interpretation at various levels of dissemination and implementation. Discretionary practices are evident in hospital screening and reporting of substance-exposed infants, in CPS worker assessments and case dispositions, and in judicial procedures and court adjudications. Resource allocation, organizational ideology, and attributional processes related to substance abuse and persons who abuse substances contribute to decision making for CPS workers and other stakeholders.
