요약 : The purpose of this dissertation is to discover the extent to which Luther influenced the legal concept of the poor in the sixteenth-century Protestant poor relief ordinances. Also, the degree to which Lutheran theology aided or hindered the processes of rationalization, bureaucratization and centralization of the poor relief system will be investigated.

요약 : Pre-Reformation literature will first be examined to identify those notions of the poor already extant in the fifteenth century which had a direct effect upon the promulgation of pre-Reformation ordinances as well as later legislation. Post-Reformation pamphlets will be investigated to show the existence of a conceptual change regarding the poor. Pre-Reformation ordinances will then be examined to show the extent to which contemporary ideas regarding the poor effected legislation and how these laws differed from later ordinances. Luther's thought regarding work, Beruf, and Stand will be explored to the extent that it relates to and elucidates his concepts of "poor" and "poverty". Then the Reformation ordinances will be examined to show the degree to which administrators adopted and rejected Lutheran theology to formulate their conceptions of the poor and poverty and to realize their civic goals.

요약 : It will be found that with the use of Reformation theology, administrators were able to define the "worthy" poor more closely according to certain discernable traits. By implementing a distinctly Lutheran apparatus, they were able to exclude unwanted elements by identifying them as a threat to the community and to justify their exclusion via Biblical precedent. The new theology also allowed the Lutheran concept of work and the alms themselves to be used as exclusionary tools as well as means of moral enforcement in the promotion of the Christian community. As opposed to Luther, administrators saw the poor relief systems as a means of establishing the Christian community on earth. Although they viewed the poor as co-religionists and morally deficient, an ambiguity inherited from the past and reinforced by Luther, administrators did not try to instill morality into the poor, as many commentators claim. Additionally, Lutheran theology both aided and hindered the processes of rationalization, centralization, education and bureaucratization.
